6.5.2 Age graded races

Age graded races are defined at the discretion of the race organizer subject to the following:

MASTERS may be any age range 30 or older. If no age range is stated on the Entry Form/Race Announcement the default age will be 40 and older.

JUNIORS may be any age range between 10 and 18

Youth is defined as riders under the age of 10.Youth riders may enter only youth races and may not be mixed with other categories. Youth races can only be held on closed courses.

Track (Proposed by Mike Murray)

Current rule:
17.2.4  Blue Band In all races it is permissible to ride below the measurement line, but never below the track surface on the blue band [relegation or disqualification].

Proposal:
... never below the track surface on the blue band except during the neutral lap or in match sprint races when speeds are too low to allow riding on the back or while on relief in a Madison race[relegation or disqualification].

Current rule:
17.2.7  Gaining a lap
A rider shall be considered to have gained a lap upon reaching a position to take shelter behind the rearmost rider of the group.

Proposal:
Add:
A rider or group of riders shall be considered to have taken shelter behind the main group when the separation between the last rider in the main group and the first rider of the overtaking group is less than 5 meters or 0.4 seconds, measured from the trailing edge of the front rider's rear wheel to the leading edge of the following rider's front wheel.

17.3.2 says "raced" when it should say "Race".  This does not require a
vote.

(A rider or group of riders shall be considered to have taken shelter behind the main group when the distance between the last rider in the main group and the first rider of the overtaking group is less than 5 meters.)

(c)  If the riders are strung out so that no main group exists, the Chief Referee shall determine when a rider or group of riders has passed enough riders to be credited with having gained a lap.


Proposal:
(a) A rider shall be considered to have lapped the main group upon reaching a position to take shelter behind the main group. (A rider or group of riders shall be considered to have taken shelter behind the main group when the distance between the last rider in the main group and the first rider of the overtaking group is less than 5 meters or 0.4 seconds, measured from the trailing edge of the front rider's rear wheel to the leading edge of the following rider's front wheel.)  Riders can gain a lap up to the final finish of the race.  Any rider finishing within 5 meters or 0.4 seconds of another rider will be credited with the same lap.

(c) If the riders are strung out so that no main group exists, the Chief Referee shall determine when a rider or group of riders has caught enough riders (generally 50% of riders on the track) to be credited with having gained a lap.  If this occurs during the last laps of the race or during a sprint lap all riders finishing within 5 meters or 0.4 seconds of any other rider will be considered to have finished with that rider and laps scored appropriately.

19 – Gran Fondo Regulations
19A. Participation
19A1. Gran Fondo events are timed events open to all riders.
19A2. If necessary to determine category, the rider's age is their race age (Section 2.10)
19B. Entry and Rider Obligations
19B1. Riders shall register for the event per the guidelines of the event, which may include advance registration, whether online or by other means, or day of event registration.
19B2. The organizer shall provide each entrant with at least one number. The organizer may also provide frame numbers and/or timing chips. The organizer may require a deposit for timing chips.
19B3. By entering the event, the participant agrees to respect the regulations of OBRA, and the particular regulations of the event.
19B4. The participant agrees to accept the directions of the event organizers and all public authorities and emergency service personnel.
19B5. Each participant agrees that he is participating at his own risk and accepts the risks inherent in the sport. These risks include, but are not limited to sickness, injuries from falls, accidents, and risks related to road traffic and weather conditions. 
19B6. It is each rider's responsibility to ensure that he is physically capable and healthy enough to participate in the event being entered.
19B7. Each participant must sign an OBRA event waiver acknowledging that he accepts the risks mentioned above.
19C. Conduct of Participants
19C1. Participants must respect the relevant traffic laws at all times. These laws may include:
(a) Staying on the right side of the road unless currently inside of a rolling enclosure
(b) Stopping for all stop signs and traffic lights unless waived through by a marshal or police officer.
19C2. Participants must demonstrate good sportsmanship at all times.
19C3. Participants must behave in a way that respects the environment. Littering or any similar behavior will not be tolerated.
19D. Organization of Events
19D1. The organizer must provide information to participants, including the following:
(a) Contact information details for the organizer
(b) The special regulations for the event
(c) Any applicable limits on field size
(f) The type of event
(g) A description of the course(s)
(h) A description of the services provided for riders.
19D2. The organizer must take all appropriate measures for the protection of the environment. The organizer must restore the course and its surroundings to its original condition immediately after the event has finished.
19D3. Course and rider safety shall be the primary concern and responsibility of the organizer.
19E. Event Fees and Surcharges
19E1. The organizer shall pay OBRA fees as specified in the OBRA administrative rules.
19F. Courses and Safety
19F1. Directions
(a) The course must be marked.
(b) Where an event uses multiple courses, these must be clearly identified. The points at which the different courses separate must be marked a reasonable distance beforehand.
19F2. Marshals
(a) The organizer should provide marshals for rider safety and traffic control.
(b) Moto marshals may be used.
(c) Marshals should be readily identifiable.
19F3. Lead and Follow vehicles, if applicable
(a) The organizer's official vehicles should be marked with a distinctive sign.
(b) Personal following vehicles are forbidden. If necessary, the rider will be disqualified by the organizer.
19F4. First Aid
(a) The organizer may provide first aid.
(b) First aid providers should be identifiable.
19F5. Feeding
(a) There may be feed zones on the course. The feed zones must be marked with signs.
(b) The feed zones must be located far enough off the road that they do not hinder traffic and allow riders who wish to do so to pass without stopping.
19G. Classifications and Prizes
19G1. Timing shall be used to produce rankings for the men's and women's categories and age groups at the organizer’s discretion.
19H. Event Start
19H1. Riders shall present themselves at the staging area at the time required by the specific event regulations, in general no later than 15 minutes before the start.
19H2. Riders may start in waves or all together per the instructions of the organizer.
19H3. Riders may be staged in the following order (from front to back based on the rider's OBRA category):
(a) Professional racers
(b) Category 1 racers
(c) Category 2 racer
(d) Category 3 racers
(e) Category 4 racers
(f) Category 5 racers
19H4. Riders must respect the staging order and/or start in the correct wave.
19I. Event finish
Each Gran Fondo may have specific rules regarding time limits. Riders finishing outside those time limits will not be eligible for prizes. In extreme circumstances, a rider may be called off the course if too far behind.
19J. Equipment
19J1. Bicycles and other equipment used in a Gran Fondo must conform to OBRA rules (Section 7).
19J2. Riders must comply with other specific equipment regulations given in the technical manual, such as carrying a pump and spare or starting the event with a specified number of full water bottles.
