Amendments to OBRA Rules Passed at the 2026 Annual Meeting

Three amendments to OBRA’s racing and administrative rules were passed by vote at the 2026 Annual Meeting on February 28, 2026. OBRA Rules will be updated with these amendments as stated below.

Racing Rule 6.1 striking the series podium auto mandatory upgrade:

    6.1.1

Riders who have been mandatorily upgraded and are more than halfway through a mountain bike or cyclocross series may request an exemption allowing for the completion of that specific series under the conditions below. The mandatory upgrade is in effect for all other races.

(i)The request is approved by the race series director and the OBRA executive director.

(ii)The exemption is granted for a maximum of three event days. (iii)The exemption may only be used once per rider per category.

Racers who podium in a series will automatically be upgraded to the next highest category.

Racing Rule 20: eliminating current rule, replacing it with:

    20. The Oregon Bicycle Racing Association has a policy of diversity and inclusion, as set forth in the OBRA Code of Conduct and Bylaws.

20.1 For all OBRA-sanctioned events and categories (including State Championships), a member may self-select the gender category that best aligns with their gender identity in everyday life.

20.1.2 Members who identify as non-binary or gender expansive may choose to compete in the category (Men/Open or Women) that they feel is most appropriate for them.

20.1.3 If a member files a grievance, they must provide evidence (that their gender identity does not match that of their everyday life). OBRA will not investigate the gender identity of its members and racers.

    OBRA Administrative rules

Under section II Events: Competitive and Non-Competitive

    Adding Subsection L

    L.         Unmanned Aircraft (UA)

Unmanned Aircraft including drones are prohibited at OBRA-sanctioned events with the following exception:

    1. The pilot has obtained a Remote Pilot Certificate from the Federal Aviation Administration.

    2. The pilot provides OBRA with a certificate of liability insurance naming OBRA as an additional insured on the policy.

    3. The limits of the insurance policy must match or exceed the limits on the insurance policy held by OBRA.

    4. Any unmanned aircraft operation at an OBRA sanctioned event must be pre-approved by the OBRA executive director.

    5. The pilot must be pre-approved by the Race director and the venue.

  • OBRA Board of Directors Election: Meet the Candidates

OBRA Board of Directors Election: Meet the Candidates

The dedicated people who serve on our board of directors are vital to the health and governance of our member-driven, non-profit, 501(c)(3) organization.

Behind the scenes, our volunteer board members bring diverse expertise and collaboration, ensuring that the Oregon Bicycle Racing Association (OBRA) is thriving and serving all people through the sport of bicycle racing.

The OBRA Board of Directors recently welcomed Robin Cummings to an at-large seat on the board. Most recently, Robin led the 2025 OBRA Junior Cyclocross Series, helping junior racers and their families fall in love with competitive cycling. We are so grateful to Robin, and will be celebrating their board appointment in a separate post.

    Colin Dunlap

I’ve been racing since 2008, starting with my first cyclocross race at Portland International Raceway (PIR). Since then, I’ve competed in events sanctioned by both USA Cycling and the Oregon Bicycle Racing Association, gaining a broad perspective on the sport and its communities. I’m passionate about giving back and excited to contribute my experience to help OBRA continue to grow and be the best it can be.

    Saachi Murthy

I’ve called Oregon home for 20 years and have spent the last decade racing everything from PIR loops to muddy cross fields to sprinting around the velodrome. My 2024 finish at the Oregon Trail Gravel Grinder was a huge milestone for me—it was my first major race as a proud new American. As a member of Team Oregon, I’ve seen the incredible grit it takes to keep our scene alive. But nothing brings it home quite like seeing my toddler son watch a race, then immediately grab his balance bike to “go fast.” I want to make sure Oregon racing is still thriving when he’s ready for the start line. If elected, I’ll focus on transparent leadership, sustainable scheduling and making sure every rider feels welcome. I’d be honored to have your vote.

    Robin Cummings

I am a proud OBRA member since moving to Portland in 2016. I’ve raced almost every event on offer in that time period, with the only exceptions being track and enduro. My love for the sport—and the community it makes possible—has only grown. It’s easy to take collective spaces for granted and overlook the hard work that’s required to build and sustain them. I’ve been fortunate to officiate and lead the Junior CX Series this past fall for OBRA, and I want to make sure that future generations of Oregonians are able to enjoy the sport I adore.

Congratulations to Our 2025 Best All-Around Rider (BAR) Winners!

Hotly contested, OBRA’s Best All-Around Rider (BAR) annual competition recognizes the dedication, tenacity and race results of our members each year. In addition to placing at individual events, our racers earn valuable BAR points every time they cross the finish line. Many of our BAR winners and runners-up test their fitness and skills in multiple bike racing disciplines, which give these rankings a unique depth.

Please join us in congratulating our 2025 Overall BAR Winners and our 2025 Age-Graded BAR Winners! From either of these pages, you can also navigate to BAR results by discipline.

  • 2026 Proposed Changes to OBRA Racing Rules

2026 Proposed Changes to OBRA Racing Rules

The opportunity to propose changes to the Oregon Bicycle Racing Association (OBRA) Racing Rules was presented to the membership this fall. In addition to a few changes proposed by one of our current members, there is also a submission from OBRA for consideration. These proposed rule changes will be voted on during the OBRA Annual Meeting on Saturday, February 28. You can see all of the proposals below.

Who votes on rule changes? Our administrative rules specify one vote each from:

    • One representative from each OBRA-registered team
    • Individual race promoters
    • The OBRA Director of Officials
    • The OBRA Executive Director

We’ll also review a rule recently voted on and passed by the OBRA Board of Directors related to unmanned aircraft at OBRA events (see more details below).

The OBRA Annual Meeting will be held at Chris King Precision Components on Saturday, February 28, at 2 p.m. Our Annual Awards party will follow the meeting at 6 p.m., and we’ll be celebrating our Best All Around Rider (BAR) winners and a great year of racing in 2025! Chris King is located at 2801 NW Nela Street, Portland, Oregon 97210.

We hope to see you there!

Rules submitted by OBRA member MJ Scheer

Additions to rule 5 which states: OBRA Championships will be designated by the OBRA Executive Director.

5.1 To be eligible to win a championship medal and jersey in any ability category (e.g., Category 1-5, Elite) or weight or attribute category (e.g., Clydesdale, Athena, Singlespeed) at an OBRA Championship event, a rider must have started at least one OBRA-sanctioned race in that same category during the current season.

5.1.1 This requirement does not apply to Age-Graded categories (e.g., Masters, Juniors) or gender-specific categories (e.g., Non-Binary) that lack weight, attribute, or ability distinctions.

5.1.2 Riders who have been mandatorily upgraded to a higher category by the OBRA Executive Director or a race series director (per Rule 6.1.1) less than 30 days prior to the OBRA Championship event are exempt from the requirement in 5.1 and should compete in their new category.

5.1.3 Riders participating in their first OBRA-sanctioned race are exempt from the requirement in 5.1. This includes riders assigned to a category other than Beginner/Category 5 per the upgrading guidelines referenced in Rule 6.

Edits to rule 6.1.1: (note strikethrough)

6.1.1  Riders who have been mandatorily upgraded and are more than halfway through a mountain bike or cyclocross series may request an exemption allowing for the completion of that specific series under the conditions below.

Eliminating the current rule 20 and replacing it with:

Rule submitted by OBRA (note strikethroughs in bullet points)

    20.1 Non-Elite Competition

At non-elite competition levels, a member may self-select his or her gender. Members who transition to a gender different from their gender on file with OBRA should contact OBRA to be placed in a class and category appropriate for that person’s racing resume and experience. Members will be subject to the mandatory upgrade policy, and OBRA may recategorize a member based on results achieved after a gender identity change. This policy may be used to either downgrade a member who is not able to compete in a higher category, or to upgrade a member who shows exceptional results in a given category outside of normal upgrade regulations. In the event that a question should arise about member’s eligibility 102 to participate in a manner consistent with his or her gender, any member may file a grievance with OBRA. In such a situation, criteria that may be used to determine a member’s eligibility in a chosen gender include evidence of one or more of the following:

    • Does the member’s gender in their “everyday life” match his or her their racing gender?
    • Has the member obtained civil documents with his or her their racing gender identified (i.e. state I.D., driver’s license, birth
      certificate)?
    • Attestation of gender identity from a medical professional
    • Attestation of gender identity from a certified counselor, public official, school administrator, or other academic advisor.

    Add:

If a member files a grievance, they must provide evidence none of the above requirements have been met. OBRA will not investigate the gender/gender identity of its members and racers until sufficient evidence is provided to necessitate further investigation.

Administrative rule proposal voted on and passed by the OBRA Board of Directors

  • Letter from the Director (December)

    Letter from the Director (December)

    Dear OBRA Community,

As we near the end of the 2022 racing calendar, we at OBRA have three big thankyous to send out. First, to our outstanding race promoters. They work countless hours and stress over the details of permits, sponsorship, volunteers, registrations etc. to bring you memorable experiences. The second thank you is to the communities and agencies that welcome us to race on their streets, parks, trails and backcountry roads. Without these partners, bike racing in Oregon would not exist. Finally, I want to thank the OBRA members that show up at the races, compete and cheer on other racers. Participating in OBRA races has a unique sense of community which is 100% due to our members.

The OBRA annual meeting and awards party will be on January 21, 2023. This year we will be going back to an in-person meeting. Time and location will be forthcoming. The annual meeting is where members of the association come together to hear reports on the previous year, elect board members and propose changes to the racing and administrative rules. Each year two board members are elected at the annual meeting. If you are interested in running for the board, please reach out to me: ckenlan@obra.org and board president Stacy Westbrook swestbrook@obra.org.  I will need a couple of paragraphs about you and you will be given 5 minutes to introduce yourself at the annual meeting. If you want to propose changes to the OBRA racing or administrative rules, please email me your proposal. Please include which rule you are amending or where you envision a new rule being placed in the rules. Here are the racing rules and administrative rules  Although an OBRA member can offer input and debate the proposed rules, per our bylaws, voting is done by one representative of each 2022 OBRA member team.

2023 OBRA individual and team memberships are now available at the OBRA store. OBRA will be raising the annual adult individual membership dues in 2023 to $50. In the month of December, memberships will remain at $40. In 2023 U-23 memberships will remain $10 and junior memberships will remain free. Team dues will also remain the same at $155. We have also added a non-binary (NB) gender option to the member profile.

Due to the membership fee increase, and the overall cost of bike racing, OBRA now has a financial assistance program to help people with financial hardship begin or continue to race. Things that this program can cover are: annual OBRA memberships, race entry fees, and bike maintenance, travel etc. To apply for financial assistance, fill out this form.  A committee of OBRA board members and staff will review the application and get back to you. The form can be found on the OBRA homepage under the “resources” menu item.

Another price increase is on the OBRA member benefit Spot insurance policy. It will be going from $79 per year to $107 per year. The bad news is that quite a few OBRA members with this policy fell off their bikes this year. The good news is that they had the policy to cover their out of pocket medical expenses. The price increases to $107 on January 1. If you want to take advantage of the $79 premium now, you can do it when you renew your membership during the month of December.

Hope to see everyone at the annual meeting and awards party on January 21.

    Chuck

  • Letter from the Director (July)

    Letter from the Director (July)

    Dear OBRA Community,

It has been an amazing 2022 so far; race numbers are back to 2019 numbers (in some cases higher) and OBRA membership is up 20% from last year, on track to reach the 2019 numbers. Other than track, we have a full slate of OBRA Championship races starting at the end of the month. You will find out more information on them later in the newsletter.

The OBRA racing rules are typically amended at the OBRA annual meeting. The board can also amend them if they are time sensitive. This year, the board has amended three of the rules:

    • Removed the COVID mitigation rules
    • Changed the minimum racing age from 10 to 9 for all disciplines (it was 9 for CX only)
    • Clarified the time trial rules on what constitutes the racers start time

I will bring these rules up for a vote at the annual meeting at our next annual meeting.

The OBRA equipment program is an important part of what we do. The reason we have a full calendar is that race promoters that put on one or two races a year don’t have to purchase their own equipment or rent equipment for a very high price. When we were asked to remove all our equipment from Alpenrose, our friends at Castelli offered the use of their secure parking lot. It looks like this is coming to an end as the owner of the property has plans to develop part of the area. We are looking at all possible solutions but finding it difficult to locate a property that is secure and convenient for our equipment manager and the promoters. Please, if any of you know of a secure property, let me know. We have one box truck, a box trailer, an open trailer with the CX cones. A large space in a RV storage facility will work but it is a long wait for a space to become available.

Thank you to all our hard-working race promoters and to you for showing up and pinning on a number. See you at the Championship races!

    Chuck
